the Supreme Court with which Your Honour has naturally an intimate acquaintance such as I do not possess. Most of these questions have formed the subject of correspondence in the past, and on receipt of Your Honour's considered views, I am able to refer to the previous papers and to carefully weigh the argu- ➡ments of the past with the circumstances of the present, and the views expressed by yourself and to come to a deliberate judgment after asking for any information in matters of detail from various sources. My lack of familiarity with the details of the work of the Supreme Court added to short residence in the Colony and consequently imperfect knowledge of the archives would render me an inadequate controversialist, and "discussion" must be synonymous with "controversy" when the subject is one which has already been fully stated and replied to in Official Correspondence. These are the sole reasons which have prompted me to deprecate verbal discussion, and since Your Honour has now recorded your request for such a discussion in an official latter I have repeated them. I may perhaps add that the time involved in verbal discussion - and subsequent written precis

can be ill-afforded by Your Honour as I am aware from the statements you have made regarding the over-strain of work which devolves upon you. If in spite of what I have said you still desire to press for a verbal discussion, I shall not feel justified in refusing to accede to your request, but I should desire the presence of an Officer who has a fuller knowledge than I possess of the antecedent correspondence on questions raised, and of the details of Court work in this Colony.

There is one matter now in issue- the conduct of Mr. Seth and Your Honour's representations regarding him on the one hand, and his own representations on the other - which I am not prepared to discuss. This matter is still sub judice and I have good reasons for excluding it from discussion.
